Position Summary Description
 
As part of its efforts to modernize its benefits plans, there is a need for PBS to retender a minimum of one (1) to a maximum of three (3) Government of Canada benefit plans under a project management framework that must be consistent and reusable for future initiatives.
 
The Senior (Level 3) Project Manager, hereafter referred to as “the resource”, must provide project management and mentoring services with the goal of establishing and managing a Project Management Office (PMO). The provision of project management services to the PMO will assist the PBS-BPPR in scheduling, planning and monitoring progress on the retendering of a minimum of one, maximum of three, Government of Canada public service benefit plan contracts. In addition, the resource must provide or develop project management related templates, which have been approved by the Project Authority, which must be easily edited and be consistent in format in order that they are reusable for future projects. The resource must also provide knowledge transfer and advice to PBS-BPPR in the area of project management best practices and methodology with the goal of establishing project management skills in-house.

  • must demonstrate that the proposed resource meets the requirement of the flexible grid for the following resource category and level:
3.2 Project Manager – Level 3
  • must demonstrate that the proposed resource has managed a minimum of one (1) project for a federal department or a Crown corporation in the last sixty (60) months, at the time of bid closing.
  • should demonstrate that the proposed resource holds a valid Project Management Certification (Project Management Institute (PMI) or a Project Management Association of Canada (PMAC) certification).
 
Assets (rated requirements):
 
  • should demonstrate the proposed resource’s experience working on a project within the last sixty (60) months, at time of bid closing, where there were multiple stakeholders
  • should demonstrate the proposed resource’s experience managing projects scored in accordance with the TBS’s Project Complexity and Risk Assessment tool*, at the time of bid closing, for a Federal Department or a Crown Corporation as defined in section 2 of the Financial Administration Act
  • should demonstrate the proposed resource’s experience working on a project* within the last sixty (60) months, at time of bid closing, where the elements below were present.

  • should demonstrate the proposed resource’s project management experience on a project* within the last sixty (60) months at time of bid closing, with a Federal Government Department or Crown corporation as defined under section 2 of the Financial Administration Act that included an IT systems integration.
