Position Summary Description
 
Our client is streamlining the procurement of all network equipment devices.
 
The Network Solutions Supply Chain (NSSC) and the Commercial Wi-Fi Services (CWS) initiative is preparing to deliver on our client’s mandate to consolidate these procurement activities, leveraging economies of scale and reducing duplication. Our client is also mandated to explore how procurement of network equipment can be modernized with a service management approach.   This is a new area of standardization and consolidation.  In the process, efficiencies will strengthen the security of government information technology.
 
The key areas of transformation are:
 
  • Consolidation of network equipment supply and support services,
  • Modernization of network equipment supply and support services.
The modernization of the network supply and support services requires that the current processes be analyzed and that a service management approach and methodology is applied to the future state model. The development of these process models and associated requirements will require that our client engage with internal and external stakeholders to understand and document their specific business requirements.
 
The key activities of the initial phases of this initiative are:
  • Development of enterprise-wide strategic business requirements.
  • Define and document strategic and tactical goals for the enterprise.
  • Define the business and operational model.
  • Define a service management methodology.
  • Preparation of all necessary documentation for the procurement of these services.
  • Assist in the evaluation of proposed solutions.
 
Project Tasks
 
Requirements / experience (mandatories)
  • minimum of a three year college diploma (computer science or other IT related field; OR a university degree at the Bachelor level in Information Technology (computer science or engineering) or other IT related field; OR a minimum of ten years (in the last 15 years) work experience in the IT field has at minimum ten (10) years’ experience performing tasks similar to those specified in the attached SOW and all listed below:
 
  1. Development of enterprise-wide strategic business requirements.
  2. Define and document strategic and tactical goals for the enterprise.
  3. Define the business and operational model.
  4. Define a service management methodology.
  5. Preparation of all necessary documentation for the procurement of these services.
  6. Assist in the evaluation of proposed solutions
 
  • must have experience with 2 projects in establishing procurement vehicles for the GoC to obtain large-scale complex ($50M) enterprise-wide networking services. 
  • must hold a valid ITIL certification at the time of bid closing. Proof must be provided.
  • must be able to communicate orally in both official languages (English/French)
  • Must hold a minimum of a valid Secret Security
Point rated requirements:
  • has demonstrated experience, over and above the ones provided in M3 (in the past 7 years) providing Business Transformation Architecture and Strategic Planning services (including business process review, service definition, user engagement, governance structure, communications, branding and user support) on a large scale project with a budget of $50 Million or more affecting an organization with over 3,000 FTEs for a minimum of 1 year per project in at least 2 of the following service areas:
  1. Network Services
  2. Email Services
  3. Data Center Services
  4. has demonstrated experience leading the implementation of ITSM best practices in multiple projects.
  • should clearly demonstrate experience in the development and documentation of presentation material for Senior Management
  • should clearly demonstrate the implementation of Continual Service Improvement activities in support of  IT Service Management Processes
