Our Government client is seeking a Senior Business Analyst to support the design, configuration, and operation of the government-wide travel management systems provided by a third-party service provider.
 
 
 
Contract:  18 months, with 4 nine-month option periods.
 
 
Project Tasks:
 
  • Consult with internal stakeholders listed below to identify, document comprehensive business requirements and functional specifications related to the Government of Canada Travel Management Solution applications, which could include but are not limited to: the online booking tool, the expense management tool, profile and portal.
    • STSD Client Services
    • STSD Account Management
    • Training and Communications teams
  • Conduct gap analysis to determine the variance between the emerging business requirements, current application functionality, operational procedures; and recommend methods to the Technical Authority to reduce the gap(s); 
  • Research and analyze Treasury Board (TB) policies and directives to ensure The Travel Management Solution functionality adheres to policy based on the current industry best practice, future trends and lessons learned from the current Government of Canada Travel Management Solution;  
  • Analyze the Government of Canada’s Travel Management Solution configuration, identify inconsistency and provide recommendations to improve consistency and compliance with the Treasury Board (TB) policies relating to the government travel directive;
  • Advise on and recommend changes and options to resolve functional design issues associated with the current Government of Canada Travel Management Solution;
  • Prioritize the implementation sequence of changes based on impact to the Government of Canada Travel Management Solution;
  • Assess industry changes and analyze the impact to the current Government of Canada Travel Management Solution;
  • Provide design and configuration guidance and recommendations on the processes and criteria for changes such as reconfiguration to the Government of Canada Travel Management Solution  including acceptance procedures; 
  • Evaluate, monitor and determine compliance or non-compliance of the Contractor’s release management strategy for the Government of Canada’s Travel Management Solution;
  • Document technical and business requirements for change requests as well as subsequent
  • Task Authorizations for changes to the Government of Canada Travel Management Solution;
  • Evaluate, test work performed via Change Request/Task Authorization and recommend acceptance of work prescribed in the Change Request or Task Authorization performed by the Contractor for the Government of Canada Travel Management Solution;
  • Communicate through activities such as product demonstrations and group consultations with internal and external stakeholders such as STSD Account Management, STSD
  • Communications, client departments contacts to respond to technical design and configuration questions about the STSD Travel Management Solution; 
  • Analyze functional design issues associated with the Government of Canada Travel Management Solution, consult with stakeholders such as STSD Account Management and STSD communications for requirements and provide recommendations for changes and prioritization of issues;
  • Participate in the change management process by, identifying application issues, risks and problems that may be encountered by end-users due to changes in the existing Government of Canada Travel Management Solution;
  • Provide advice and recommendations to the Technical Authority on solutions to problems such as usability issues, and remedial actions to risks;
  • Evaluate the Contractor’s technical deliverables for the Government of Canada Travel Management Solution against the SOW and identify gaps and risks;
  • Monitor and assess the completeness of services provided by the Contractor to ensure system functionalities and outputs meet Canada’s requirements as outlined in the SOW and prescribed Task Authorizations; 
  • Make recommendations for improvements to existing processes and systems related to the Government of Canada Travel Management Solution; and
  • Remain abreast of trends and developments in the travel industry and industry, such as, but not limited to technological developments of content distribution and pricing display.
 
 
Requirements / experience (mandatories):
 
  • MUST have a minimum of ten (10) years of experience within the last fifteen (15) years consulting with stakeholders to identify and document comprehensive business requirements and functional specifications.
  • MUST have a minimum of ten (10) years of experience within the last fifteen (15) years analyzing requirements and functional specifications to make recommendations to management for deployment.
  • MUST have a minimum of ten (10) years of experience within the last fifteen (15) years participating in change management including: identifying application issues, risks or problems that may be encountered by end-users due to the changes to the existing system, and providing advice or recommendations on how to resolve them;
  • MUST have a minimum of ten (10) years of experience within the last fifteen (15) years advising on and recommending options to resolve functional design issues associated with changes to a system;
  • MUST have a minimum of five (5) years of experience within the last fifteen (10) years analyzing, evaluating and identifying risks due to changes initiated by the travel industry and documenting those findings and providing recommendations to mitigate the identified risks.
 
 
Assets (rated requirements):
 
  • Experience within the last ten (10) years conducting gap analysis to determine the variance between emerging business requirements, current application functionality and operational procedures, and recommending methods to reduce the gap.
  • Experience within the last ten (10) years analyzing application configurations and providing recommendations to improve consistency and compliance with the client’s internal policies.
  • Experience within the last ten (10) years providing recommendations on acceptance procedures, processes and criteria for changes to a design or configuration
  • Experience within the last ten (10) years monitoring and assessing the completeness of services provided by a third party service provider to ensure system functionalities and outputs meets client requirements and making recommendations for improvements to existing processes and systems.
  • A variety of project experience, within the last seven (7) years, including: working with a federal government travel management solution, the implementation or the configuration of an end-to-end enterprise-wide travel management systems, and the implementation of Federal Government travel policies or directives
  • Experience within the last ten (10) years related to the design and configuration of an online expense management system.  
  • Experience within the last ten (10) years assessing business changes,  prioritizing changes and the implementation sequence of those changes based on criticality of the operation of the system;
  • Experience within the last ten (10) years related to the design and configuration of an online booking tool or Global Distribution System used for travel related services.
