Our Federal Government client is seeking a Senior Project Manager to  support their Project Management Office with the review and update of their current project management Framework, gating model and processes with the goal to implement a sustainable project management model that is consistent with current and upcoming TBS policy requirements and industry best practices. 

Contract:   6 months plus possibility of three-month extension

Project Tasks:

-    Review the current project management processes, gating model, systems and tools with the goal to:  
o    Make recommendations for improvement;  
o    Assist with the development of a corporate project management framework that aligns the project management practices to Treasury Board Secretariat (TBS) current and upcoming requirements as well as industry best practices.  
 
-    Provide guidance and recommendations to the Project Management Office for the development and implementation of a sustainable Enterprise project management support model.  
-    Develop an understanding of existing project the management gating model, governance, processes and tools.  
-    Acquire an understanding of current project management frameworks of other Government Departments that will be used to inform the PM framework for the client. 
-    Recommend updates to client’s  project management framework and identify the corresponding systems, tools and processes required to meet policy obligations for the following project management processes:  
•    Time Management 
•    Cost Management 
•    Risk Management 
•    Scope Management 
•    Benefits Management 
•    Earned Value Management 
-    Recommend an Enterprise Project Management Office model, with detailed roles and responsibilities, aimed at providing the oversight and support required for the effective delivery of the client’s projects. 


Requirements / experience (mandatories):

-    MUST have recent and extensive experience in the development of project management framework, processes and tools in the Government of Canada context. A minimum of 5 years' experience is being sought. Experience must have been acquired within the past ten years with more than 3 government organizations. 
 
-    MUST demonstrate knowledge and understanding of EACH of the following Treasury Board policies and standards:  Policy on Investment Planning - Assets and Acquired Services; Policy on the Management of Projects; Standard for Project Complexity and Risk; and Standard for the organizational project management capacity 
 
-     MUST possess a professional certification in project management (PMP) from the 
Project Management institute (PMI); or/and a University degree with a specialization in project management from a recognized University; or/and a University master degree with 10 years of demonstrable project management experience; or a Bachelor's degree and Prince2 certifications and 10 years of demonstrable project management experience.  

-    MUST present two (2) projects within the last five (5) years involving the proposed resources in the role of a Project Management Consultant/Senior. The following information should be included for the project: 
•    Project description 
•    Relevance of the project to the requirements outlined in this statement of work 
•    Name and description of client organization 
•    Name, email address and phone number of client reference 
•    Project timeframe 
•    Contribution of the individual to the project 
•    Objective and outcome of the project

Assets (rated requirements):

The proposal must demonstrate knowledge and understanding through relevant experience of EACH of the following project management areas in a Canadian Government environment:  
 
•    Project Management Office 
•    Time Management 
•    Cost Management 
•    Risk Management 
•    Scope Management 
•    Project Portfolio Management 
•    Investment Management
