Position Summary Description
DFATD is in the midst of modernization to create an IM/IT environment that will enable excellence in service to Canadians, aligned with the vison of Blueprint 2020. There is a requirement to support and evolve the DFATD Enterprise Architecture (EA) program across the 5 domains (Business, Application, Data, Technology, and Security) to ensure it continues to meet the ongoing demands of the current and future business vision and strategy, as well as the Government of Canada’s IM/IT direction.
The evolution of the EA program framework (i.e. roles, responsibilities, governance, stakeholders and relationships) aims to identify and implement strategic improvements to the EA program that will support its effective integration within DFATDs IM/IT service delivery model and ensure alignment of business needs with technological trends and Government of Canada (GC) policy direction. Within the program there is a need to develop target architectures, roadmaps, and solutions to ensure this alignment and to promote efficiencies, standardization, and integration.
 
The Contractor must provide IT resources to:
  1. Analyze and implement refinements to DFATD’s Enterprise Architecture (EA) program that take into consideration new business and technological directions while incorporating what currently exists in the organization; and 
  2. Support the Secure Integrated Global Network (SIGNET), for both unclassified and classified domains, as well as for applications layered therein.
 
Project Tasks
 
Requirements / experience (mandatories)
  • have a minimum ten (10) years of experience working as an Application / Software Architects
  • must submit the proposed resource’s current Résumé
  • holds a valid Government of Canada security clearance at the SECRET level
  • provide at least two (2) references from recent and related projects that can validate the knowledge and experience of the proposed resource
  • minimum of a three (3) year college diploma (computer science or other IT related field; OR a university degree at the Bachelor level in Information Technology (computer science or engineering) or other IT related field
  • have has a minimum of five (5) years’ experience within the last seven (7) years as an Application/Software Architect on IM/IT projects valued at $3M or more in each of the following areas:
  1. Preparing an assessment of the current state of the application and/or technical architecture and detailing technical requirements;
  2. Providing impact analysis and cost-benefit analysis of new processes and solutions;
  3. Providing support to applications or technical support teams;
  4. Analyzing, evaluating and architecting alternative technology solutions to meet business requirements.
 
 
Assets(Rated Requirements)
 
  • the proposed resources have experience in application development/integration projects within the last ten (10) years producing the following IM/IT artefacts:
  1. Conceptual & detailed architectures
  2. Information/Data flows
  3. Integration diagrams
  • have experience designing solutions that integrate with the following products within the last ten (10) years:
  1. Adobe LiveCycle
  2. BMC Remedy
  3. HP Interwoven
  4. MS Shared Case Management
  5. OpenText - eDocs/Content Server
  6. SAP
  7. Oracle - PeopleSoft
  8. Cognos
  • each hold current and valid certifications through an industry recognized Open Group Architecture certification body (i.e.  TOGAF - The Open Group Architecture Framework)
  • have a minimum of four (4) consecutive months experience per project within the last four (4) years, preparing briefings for, and making presentations to team leads/managers or senior management.
  • has experience supporting an IM/IT environment that is conducting activities on a global scale.
