Position Summary Description
The Office of the Chief Information Officer Branch (CIOB) of the Treasury Board of Canada Secretariat (TBS) requires the services of one (1) Application/Software Architect to assist with the design, development, configuration and deployment of an enterprise platform and application components, based on Oracle Middleware, SOA, JAVA, and XML to facilitate the efficient, effective and Agile development of interoperable digital capabilities for the Government of Canada (GC).
Project Tasks
Requirements / experience (mandatories)
  • minimum of ten (10) years of experience, within the past fifteen (15) years, as an Application/Software Architect
  • minimum of seven (7) years of experience, within the past ten (10) years, as a SOA Developer / Architect.
  • minimum of three (3) years of experience, within the last five (5) years, in working in a DevOps environment.
  • proof of a valid Oracle SOA/BPM certification
Assets (rated requirements):
  • demonstrate experience as a lead Application/Software Architect on SAP-PeopleSoft integration projects using SOA as a main approach

·demonstrate experience in architecting and developing Application Programming Interfaces (APIs) using four (4) or more of the following standards:

  1. WSDL
  2. SOAP
  3. XML
  5. XSLT/XQuery
  6. WS-Security
  7. JSON
  8. RESTful
  • demonstrate experience in designing, developing and testing solutions involved in Oracle Middleware Architecture (11g or higher) using JDeveloper or Eclipse IDE.
  • demonstrate experience in integrating Oracle SOA Middleware technology components with PeopleSoft and SAP applications
  • demonstrate experience in designing, developing and maintaining solutions that make use of at least two (2) of the following  components involved in Oracle Middleware Architecture (11g or higher):
  1. Orchestration (BPEL)
  2. ESB
  3. OSB
  4. BAM
  5. BPM
  • demonstrate for each project, experience in designing JMS-based messaging frameworks in support of an Enterprise Service Bus implementation. Such frameworks must include message routing, publish/subscribe operations and conversion from/to inbound/outbound channels (such as file, message queues, email, web services).
  • demonstrate experience using, and configuring Atlassian products, JIRA and Confluence to support Agile Scrum dev/ops teams. The Bidder’s resource must describe how they configured the products for each project that is included.
  • should have experience in participating in projects that use the Agile Scrum development methodology
  • should have experience designing and configuring test automations using ParaSoft SOATest or SOAPUI
  • should have obtained a SCRUM certification within the last five (5) years.
